This makes 1 ohm but same current. So not the answer.

Two square to squares can make 2 ohm. We can compress it to one square by compressed the x direction to 1/2.

This means 2 ohms or 2 S can make one ohm. But it needs 22 resistors to make one ohm.

If add the condition of do not use half by one square like below, the minimum number to make one ohm is 25 resistors .

If we can use both 2 S and 2 ohms, the minimum number to make one ohm is 9 resistors .

All squares = 1 ohm.

All rectangulars = 2 ohm.
