Accuracy Weirdness

WF4, M080

I'm trying to convert a part from relative accuracy to absolute.  The
units are metric, mmKs, current accuracy is the default 0.0012 relative.

When selecting 'absolute' and 'enter value' I'm presented with the
default choice of 0.0001 mm.  That's way too tight, I want the mm
equivalent of that value in inches, so I enter 0.00254.  Pro/E tells me
the minimum value is 0.0117, try again.  Even in an empty part, that's
the minimum value,

Here's the odd thing, if I accept the default of 0.0001mm, it will take
it, but enter my own value lower than 0.0117 and it's out of range.

Also, if I change the units to the Pro/E default (inches), set the
absolute accuracy to 0.0001", then change the units back Pro/E will
report that it's now set at 0.0025mm, the value that was invalid before.

Why won't Pro/E let me enter this value directly?
