Is there a setting to set the default action to Continue when editing a part?

Is there a setting to set the default action to Continue when editing a part?

We would like to user to have there Action option be set to Continue instead of Check out now.

Option is:

dm_checkout_on_the_fly

checkout is default value

continue is other allowed value
