Limit part assembly usage

Is there anything in Creo (or Windchill) that can be used to limit putting certain parts into an assembly?

This example may help clarify what we are trying to do. We do some work that is classified at certain levels of the assembly process. If we have 2 components that stand-alone are not classified, but when put into an assembly, the assembly becomes classified. Is there a way to prevent someone from putting those 2 components together?

Not that I am aware of. Maybe you might be able to do something with Pro/Program and parameters but all of your start parts would need to be setup with that in mind and it would be more annoying for all of the times when this wasn't the case.

Unfortunately this is likely going to come back to training.
