'Search for command' in any ribbon tab available

'Search for command' in any ribbon tab available

Now "Search for command" is only available with the file tab.

It should be possible for the user to customize other locations in the ui.

E.g : add this to my own ribbon tab,

add  "Search for command" to a toolbar
