WARNING - cannot place cross sheet graphics if the DEF_SHEET_FORMAT layer is protected.

Does not matter if the graphic has anything to do with the layer.  May be a problem with other layers being protected. 

You can extend fibers across sheets, just not with a graphic.

 

The error that is given is the generic ">>>> error <<<< Internal Error (001) occurred..."
