12.4.2.0, there is only an online version (or at least, in my experience)

Does anyone know where I can find off-line version of pro/toolkit help?

You can find in the protoolkit folder

and also html document at protoolkit\online_help/index.html

not exactly - this is a pdf file...

html documentation is online, how one supposed to use it if there is no internet connection?

What is wrong with the PDF file version? All PTC documentation is distributed as PDF files.

open tkuse.pdf and try to get a numerical value for PRO_TK_BAD_INPUTS ( rhetorical question, don't waste your time you would not find it there)
