I have the same error in Creo 5.0.0.0 using OTK C++ As discussed in the topic.
pro_i18n.res - check that the file exist.
Try to reinstall Creo
We had a similar issue, our solution was to copy the file <Creo Install Folder>\Common Files\text\pro_i18n.res into the Creo Parametric Start-up directory before launching Parametric.exe
