how do I display results using rational exponents instead of the radical?
I think you want to write a root in exponential form, it goes like this:

Mathcad automatically changes the notation only when the expressions are very large. Evidently for smaller expressions there is nothing to do, even if we write it in exponential form, mathcad rewrites it in a rational form.

The first part in getting rational results is that you have to write your equation WITHOUT floating point numbers, so in you example case like:

Given the right Mathcad (11):
I would say, this comes very close.
Unfortunately the 0 before .25 cannot be forced.
On the other hand, to get 250.0 when the exponent is 0.5, but 250 when the exponent is 1/2, while the original expression contains 250.0 is extremely difficult.
