Okay, I know this is from the way back machine but thought I might answer anyway.
One way to accomplish this is to set the Project state to Completed. You will still have "read only" access to the project, but nothing new can be created and existing objects cannot be modified by regular users. The project manager can still do some additional things, but less than in an active project.
