Variance information about Deviation and Waiver.

I am using Windchill PDMLink Release 12.1 and Datecode with CPS 12.1.0.2

In PTC support we didn't find much information about the Variance -> Deviation and Waiver.
Please can you let us know when can use it and what are the use cases of it.
