Default OOTB role action config

Version: Windchill 13.0

Use Case: windchill roles has too permissions, When checking in our teams section within our template then going into the configure actions for roles i find what the image attachment shows.

Hello all 

The problem here is roles within this system have been given completely complete control of everything. i am seeking help in finding the default config for these roles to clarify a base before attempting to fix them. i have yet to find much when looking to this. i would appreciate any help on this!

There is no OOTB setting , the setting there is based on context template used .

+ These setting decide only on  action visibility, even action is  available it will fail if users are missing ACLS
